Rulebreaker — paraphrased

Choose one color outside the commander's color identity. Instant and sorcery cards may include that chosen color alongside blue, and the deck may include any basic land cards. This does not open the other card types to that color. Scryfall: Tolabow, Loch Rascal

Other abilities

Each instant or sorcery you cast makes a 1/1 blue and red Otter creature token with prowess. Scryfall: Tolabow, Loch Rascal

Deck direction

Instants and sorceries that build an Otter board, with one carefully chosen extra spell color.

Design notes

Our reading is that Tolabow makes the additional color a deliberate tool choice rather than a full second-color package. Only the instant-and-sorcery portion expands, and those spells also supply the creature board. We would choose the extra color for what it adds to the spell plan, then keep the rest of the list focused on making repeated spell casts useful. The blue-red token colors should not be mistaken for a red-only deckbuilding permission.

Deckbuilding priorities

We would consider choosing green when the deck wants additional land development and graveyard recovery from its spell package. Growth Spiral is a green-blue instant that draws a card and can put a land from hand onto the battlefield, so it fits that choice and triggers Tolabow's Otter-making ability. Regrowth is a green sorcery that returns a card from the graveyard to hand, making it another eligible spell that also adds an Otter. We would use these as reasons to select green, while keeping off-color creatures outside the list because the extra-color permission covers instants and sorceries only.

Verified card text: Scryfall: Growth Spiral; Scryfall: Regrowth
