Rulebreaker — paraphrased

The deck has no maximum deck size. This exception changes deck size, not color identity. Scryfall: Whtz, the Bibliophile

Deck direction

A deliberately oversized white-blue deck built to benefit from the 200-card starting-deck threshold.

Design notes

Our reading is that Whtz turns a deckbuilding disadvantage into a resource decision. A larger list makes it harder to rely on one particular draw, so the reward gives the player a reason to accept that dilution. We would emphasize cards with overlapping jobs and a clear plan for using the draw ability. This is the exception that shows why Rulebreaker is broader than simply allowing extra colors.

Deckbuilding priorities

We would build toward the 200-card starting-deck threshold with overlapping functions instead of filling space with unrelated cards. Ponder provides top-of-library selection, while Fact or Fiction offers another way to see several cards and obtain a useful pile. Azorius Signet supplies white-blue mana support without asking for any color exception. All three fit Whtz's normal white-blue identity; the Rulebreaker permission makes room for an oversized deck, not extra colors or additional copies of these cards. We would judge the larger list by whether it still finds its essential functions and can use the discounted draw ability, whose tap cost remains.
